GCA BOARD OF DIRECTORS MEETING
September, 2th, 2009 - Gdynia
On 2 September 2009 – a day prior to the 10th International Cotton Conference, The Gdynia Cotton Association Board of Directors gathered at their last meeting of this year. The leading theme of this session was harmonisation of the rules of Cotton Associations. The GCA actively joined the action of harmonisation of rules which are being applied in cotton trade. Our idea is causing that unified, global rules are applied. The GCA Director presented to the Board members the current state of the works. Then, Mr Kai Hughes, Director of the International Cotton Association in Liverpool – as the Board of Directors' guest – presented information on the Liverpool rules of cotton trade: "By-laws and Rules" and told about the advantages following from adopting by the GCA the harmonised rules - including the membership in the ICA Rules Committee.
The greatest virtue of the Liverpool set of Rules to the adoption of which Mr Hughes was encouraging is the fact that ca. 90% of the international cotton trade is based on those very Rules. The ICA is making a permanent updating of the Rules in force, and all amendments are being passed to those interested, by means of training and various workshops. The Board of Directors conferred on the GCA Office and on the Rules Committee the continuation of the works when particularly taking into consideration the world-widely applied International Cotton Association By-laws and Rules.
Moreover, in the course of the meeting, the preparations to the 10th International Cotton Conference starting next day in the Hotton Hotel were discussed. When reporting on the current policy of the European Commission, the GCA Director paid particular attention to the contents of the draft bi-lateral EU-Korea agreement which is disadvantageous for the textile-clothing sector, and to the subsidy policy of India.
The Board members accepted with regret the information that the GCA many years' member the Paul Reinhard A.G. from Switzerland would have resigned from the membership since January 2010, as they closed their activity in Poland. Two new companies were enrolled among the members: LANGOWSKI SHIPPING Halina Langowska from Gdynia (recommended by SHARDA Europe) and PRINO – PLAST Ltd. JV from Malbork.

The GCA representative informed about the state of works and the GCA standpoint regarding the rules' harmonisation during the ICAC 68th Plenary Session in Cape Town, on 6 – 11 September 2009. Our activities were recognised and approved by ICAC:“There has been progress toward harmonization of rules on international trade in cotton, and the Progress achieved by the cotton Associations in Bremen and Gdynia was praised”.
