At the beginning of 2006, the Chinese Committee for Development and Reforms presented new instructions for the textile-clothing sector for the years 2006 - 2010. Stipulations presented there may have a considerable impact on the final shape of the strategy towards China, which is now being discussed by the European Commission. In the plan of development of the Chinese textile industry for 2006 - 2010, the following objectives were incorporated:
- Increase of exports of textiles and clothes by 50%;
- Increasing of yarn production by 6% annually, until 2010;
- Achieving in 2010 the total domestic consumption of fibre at the level of 36 mln t.;
- Increase of the total annual fibre production from 15,29 mln t. to 24 mln t. � with special regard to the cotton fibre.;
- Increase of the total yarn production from 14,4 mln t. to 18,5 mln t.;
- Increase of the domestic sales of textile and clothing products by 12,7% annually;
- Improvement of quality, turn towards products of a higher added value, development of trademarks;
- Diminishing of water consumption per tonne of the manufactured fibre by 20%, until 2010, convincing the companies to use recycled water;
- Drop by 20% of the volume of fibre used to earn one dollar of the product value;
- The coastal regions - the ones mostly developed - were invited to cooperate in the scope of trademarks creation, marketing, research and development and other fields contributing to rising the added value, whereas the branches based on a great labour outlay will be shifted to central and West regions (right now, the industry on the East coast gathers over 80% of the Chinese textile and clothing industries;
- Governmental support also for big plants possessing advanced technology and equipment, but also a trademark recognised worldwide;
It is not strange that the above 2006 - 2010 plan underlines the turn from quantity to quality approach. Certainly, the promotion will focus on exports of textile-clothing products of a higher quality.
Dynamic Development of the Chinese Economy It follows from the data published by the Chinese National Bureau of Statistics that the economic growth in China in the first half of 2006 was 10,9% against 8% planned by the Chinese government. Statistical data also show that manufacture of cotton clothes in China, in June, was greater by 3,73% than in May, and the total production of cotton clothes in the first half of 2006 was greater by 16,85% when compared to the first half of 2005. Yarn production (all types) in China, was 1,57 mln t. in June and was higher by 14,6% than in May, and the total yarn production in the first half of 2006 reached 7,74 mln t. - exceeding the production of the first half of 2005 by 22,78%. In spite of high world prices of oil, the production of chemical fibres in China grows rapidly - it is higher than that of the past year by 21,73%. China - Circumventing the Quotas Quotas imposed on Chinese products imported to the European Union and the USA mean that after their exceeding, the Chinese manufacturers are not allowed to produce more products for these markets. However, as confirmed by independent sources, the number of textiles and clothes producers illegally exporting their products is growing in China. The procedure of circumventing the quotas is simple - Chinese products not marked for the country of their origin are dispatched to the countries whose export to Europe or the USA is not encompassed by quotas, and from there - on the basis of forged certificates of origin - they enter the European or American markets. These manipulations are facilitated by the fact that in many countries there do not exist the requirements of marking the products with the country of origin labels. That is why these products do not attract any particular attention of the customs offices.
