During the UE - USA summit in June 2006, the representatives of the EU and the USA agreed that there was a necessity of a closer cooperation for tightening the border control and establishing of special panels among the staff of the embassies, in order to investigate counterfeits and forgeries of goods. Russia and China are to be watched particularly severely, although the attention of customs services shall also be focused on Asia, Latin America and Central East. The objective of the programme is to support the emerging economies in their efforts aiming at subduing the thefts of intellectual property. Data pertaining to the volume of counterfeits entered on the Union market, published by the European Commission show a considerable quantitative growth of forged and counterfeited articles intercepted on the EU borders. The number of applications for implementing the investigations lodged by authorised parties in case they suspect forgery, was doubled in 2003 and it increased six times in 2004. Textiles and apparel are leading as far as the number of the customs investigations are concerned (63% of all the interventions), out of them 1/3 are the proceedings pertaining to ready-made clothes and almost 40% - clothes' accessories. Particularly popular among the counterfeiters are sports trade marks, like NIKE or ADIDAS. A record number of forged articles comes from China. This situation enforces firm activities for observing the Intellectual Property Rights. In April 2004 the Community adopted the Directive on implementation of intellectual property rights(O. J.
